Elbert Shaw has more than 35 years of experience in management, including 18 years in charge of economic development in the Village of University Park, Illinois. This included land acquisitions, development agreements, annexations, infrastructure development, comprehensive and strategic planning, crisis management, critical path analysis, infrastructure development including industrial and residential roads, industrial and residential construction inspection, and golf course re-construction and management.
As Village Manager for the Village of University Park, IL., Mr. Shaw managed 178 employees. He was directly responsible for developing and managing a $13MM budget. As Chief Administrative Officer Shaw was directly responsible for the departments of Police, Fire, Finance, Law, Public Works, Parks & Recreation, Planning, Economic Development, Community Relations, and Code Enforcement. He was also Staff Liaison to the Plan Commission, Industrial Commercial Development Commission, and the Housing Council.
Starting in 1987 Shaw has compiled land purchase information for the proposed South Suburban Airport 23,000 acre footprint. Since 2000 this database has been expanded to include 120 square miles. He served as the Recording Secretary of the Airport’s Commission since its inception in October of 2003. He has been an active participant, within the 2nd Congressional District of IL and the Founding Mayors of the airport commission in all airport-related negotiations with the world-class developers LCOR and SNCLavalin.
